Trump's Progressive Alarm Misses The Continent's Real Danger: Technological Stagnation.

The recent US national security strategy offers a misguided assessment of the European Union. It claims that unrestrained immigration and so-called "woke" policies represent an grave risk to European civilization. However, this argument is based on a serious misinterpretation of the reality. The actual danger facing Europe is not cultural but technological and economic lag.

The Stark Economic Gap Between the US and Europe

The data reveal a sobering contrast. From 2008 and 2023, US GDP grew by eighty-seven percent, while a mere 13.5% increase for the European Union. Over this period, European income per person fell from over three-quarters to just half of the US level. Remarkably, even the poorest US state now has a greater average income than several leading EU nations like France and Italy.

Today, about 50% of the world’s 50 largest tech companies are US-based, while a mere four are European.

The Innovation Shortfall: The Core Question

The growing economic gap is driven by superior productivity growth in the United States, largely due to technological innovation and higher total factor productivity. The landscape of global tech leadership is overwhelmingly US-centric. In the last five decades, hundreds of American startups have scaled into companies valued at more than ten billion dollars, compared with only fourteen in Europe.

This disparity prompts a vital issue: In the race for tomorrow's sectors like AI, semiconductors, and fusion energy, what is Europe positioned? Experts widely concede it is largely a two-horse race between the US and China, with European nations starting at a clear handicap.

Root Causes of the Continent's Technological Lag

A number of major factors explain this innovation chasm.

  • Venture Capital: The US boasts a far deeper and more dynamic system for funding startups. The EU still lacks a true unified investment market, a factor that limits the scale of new firms.
  • Regulatory Fragmentation: Excessive and fragmented regulation hamper European business. A American entrepreneur can launch a service under one regulatory framework to access a market of hundreds of millions. The European Union, despite a bigger population size, is split among 27 separate systems, creating huge market obstacles.
  • Cultural Attitudes: Attitudes toward risk-taking vary greatly. In parts of Europe, a startup's collapse was once met with penalties, whereas in the United States, it is often seen as a valuable lesson.
  • Defense Spending: The United States enjoys a tightly woven academic-military-industrial complex. The continent's chronic underinvestment in military capabilities has weakened its ability in pioneering research.

The Road Ahead: Reasons for Cautious Optimism

Despite these hurdles, there are reasons for hope. Policymakers are growing more conscious of the severe threat and have begun to propose substantial change. Key reports on European competitiveness and the internal market point to the need for major reforms.

Given appropriate incentives and rule changes, Europe's strengths might enable far greater levels of commercial innovation.

The continent retains considerable advantages: high-quality workforce, excellent schools and universities, and premier labs. Alongside a large internal market and high savings rates, these foundations have the potential to trigger a new wave of investment and entrepreneurship.

Importantly, even if the EU does not become the leader in creating next-generation technologies, it can still significantly boost economic output by implementing and tailoring advancements from elsewhere.

An Inflection Point

Europe now stands at a decisive moment. To paraphrase a famous line, decline often happens "slowly, then all at once". To date, Europe's technological decline has been gradual. But, if it fails to take decisive action to address its deep-seated problems, today's gradual weakening could turn into a sudden and irreversible loss of world influence.
